Paul has worked in the UK HE sector for over thirty years, holding a range of senior leadership position, including Vice-President (Strategy) at UCL, Chief Executive of HESA, and Director of Policy at UUK. He has extensive experience in strategy development and delivery, developing planning and performance frameworks, and in data strategy, governance, management, and data protection and privacy regulation.

Paul has deep expertise in the areas of strategy development, strategy delivery, data strategy, data management and governance, and data privacy and security, all gained within the context of the UK higher education sector.

He has both a depth and breadth of expertise that can support SUMS members in refreshing and delivering their strategies, making better use of their data assets, developing and delivering secure data strategies to optimise their resources, improving their overall performance, navigating successfully through challenging periods of change, and building high-performing teams for the long term.
